Ministry of Planning, Economic Development and International Cooperation Highlights the Map of Joint and High-Level Committees Between Egypt and Friendly and Sisterly Countries During 2025

The Ministry of Planning, Economic Development and International Cooperation issued a report outlining the outcomes of the high-level and ministerial joint committees convened during 2025, which are overseen by the Ministry, reflecting the Egyptian State’s commitment to advancing joint economic, trade, and investment relations with sisterly and friendly countries.

 

H.E. Dr. Rania Al-Mashat, Minister of Planning, Economic Development and International Cooperation, affirmed that the orientations of Egypt’s political leadership open pathways for strategic cooperation with various countries. She noted that through economic diplomacy, the Ministry works to deepen economic, trade, and investment relations with countries around the world.

 

She added that the joint committee mechanism represents one of the key tools through which Egypt seeks to strengthen economic, trade, and investment relations, in addition to cultural, scientific, and technical cooperation with sisterly and friendly countries. She explained that the Ministry supervises approximately 55 joint committees between Egypt and countries across different continents, contributing to the advancement of cooperation, strengthening mutual interests, and opening new horizons for partnership with the private sector.

 

According to the Ministry’s 2025 outcomes report, 11 joint committees were convened during the year, including five high-level committees: the Egyptian-Algerian, Egyptian-Tunisian, Egyptian-Jordanian, Egyptian-Lebanese, and Egyptian-Iraqi High-Level Joint Committees. These meetings resulted in the signing of more than 63 cooperation documents that strengthen strategic partnerships between Egypt and its Arab counterparts. In addition, ministerial joint committees were held between Egypt and Azerbaijan, Hungary, Switzerland, Bulgaria, and Albania, chaired by H.E. Dr. Rania Al-Mashat, and concluded with the signing of protocols covering a wide range of prospective cooperation areas.

 

 

1. Egyptian-Lebanese High-Level Joint Committee

 

Cairo hosted the meetings of the Egyptian-Lebanese Joint Committee after a six-year hiatus. The committee witnessed the signing of 15 memoranda of understanding and cooperation documents in the fields of planning, local development, social protection, aviation sciences, maritime transport, industrial cooperation, technical education, agricultural research, housing and urban development, travel, financial oversight, among others. Notable outcomes included memoranda of understanding on economic and development policy formulation and the exchange of expertise, as well as an MoU with Egypt’s National Planning Institute.

 

 

2. Egyptian-Algerian High-Level Joint Committee

 

The New Administrative Capital hosted the ninth session of the Egyptian-Algerian High-Level Joint Committee, co-chaired by Dr. Mostafa Madbouly, Prime Minister of Egypt, and his Algerian counterpart. The session resulted in the signing of 18 cooperation documents covering agriculture research, housing, electricity, financial dialogue, local development, exhibitions, consumer protection, national accreditation, cultural institutions, Al-Azhar University, labor, social solidarity, youth, sports, parliamentary affairs, and public administration.

 

The two sides also agreed to enhance cooperation in health, pharmaceuticals, telecommunications, education, tourism, and capacity building. A joint business forum was held with private-sector participation from both countries, focusing on expanding joint investments and increasing Egyptian companies’ participation in infrastructure projects in Algeria. The two countries also agreed to establish a direct maritime shipping line to boost trade exchange.

 

 

3. Egyptian-Tunisian High-Level Joint Committee

 

The eighteenth session of the Egyptian-Tunisian High-Level Joint Committee was held in Cairo in September 2025 to explore opportunities for advancing cooperation in areas of mutual interest. Eight cooperation documents were signed in health and medical sciences, youth and sports, export development, social affairs, small and medium enterprises, and diplomatic studies.

 

 

4. Egyptian-Iraqi High-Level Joint Committee

 

In January 2025, Baghdad hosted the third session of the Egyptian-Iraqi High-Level Joint Committee. Preparatory negotiations and meetings resulted in agreement on 12 cooperation documents signed during the session, covering land transport, telecommunications, grain silos, standardization and quality control, competition and anti-monopoly practices, local development, cooperation between the Baghdad Municipality and Cairo Governorate, museums and antiquities, culture, national libraries, financial oversight, and chambers of commerce.

 

 

5. Egyptian-Jordanian High-Level Joint Committee

 

The thirty-third session of the Egyptian-Jordanian High-Level Joint Committee was held in Amman in 2025 and resulted in the signing of 10 cooperation documents in endowments and religious affairs, investment, consumer protection, local development, tourism and antiquities, scientific cooperation between planning institutes, youth, government procurement, and finance.

 

 

6. Egyptian-Azerbaijani Joint Committee

 

Egypt hosted the sixth session of the Egyptian-Azerbaijani Joint Committee for Economic, Scientific, and Technical Cooperation. H.E. Dr. Rania Al-Mashat and the Azerbaijani Minister of Digital Development and Transport signed the session protocol, covering 12 areas of cooperation including trade and investment, energy, agriculture and food safety, transport, ICT, tourism, antiquities, culture, education, youth and sports, health, environment, and consular affairs.

 

7. Egyptian-Swiss Joint Committee

 

The first session of the Egyptian-Swiss Joint Committee was held at the technical level in Bern in May 2025. The meetings included extensive discussions on the future of bilateral relations, marking the first joint committee between the two countries and reflecting mutual interest in exploring opportunities to enhance economic, trade, and investment cooperation.

 

 

8. Egyptian-Hungarian Joint Committee

 

The fifth session of the Egyptian-Hungarian Joint Committee for Economic, Scientific, and Technical Cooperation concluded with the signing of a protocol covering cooperation in 26 development areas. Priority areas included trade exchange through a joint mechanism for information sharing on export goods, investment promotion, private-sector partnerships, and opportunities within the Suez Canal Economic Zone as a gateway to Middle Eastern and African markets. The protocol also emphasized cooperation in customs capacity building and best practices, defense-related industries, renewable energy, water and wastewater treatment, consumer protection, space, tourism, culture, housing, civil aviation, media, and energy.

 

 

9. Egyptian-Bulgarian Joint Committee

 

The second session of the Egyptian-Bulgarian Joint Committee was held in Cairo in December 2025. Discussions focused on expanding cooperation and increasing bilateral trade, which reached approximately USD 1 billion in 2024. A protocol was signed covering cooperation in 19 development areas, including defense industries, joint investments, SMEs, tourism, transport, industry, renewable energy, technology, automotive manufacturing, electronics, and pharmaceuticals.

 

 

10. Egyptian-Albanian Joint Committee

 

The inaugural session of the Egyptian-Albanian Joint Committee was held in Tirana in December 2025 during H.E. Dr. Rania Al-Mashat’s visit—the first by an Egyptian minister since 1993. An MoU was signed between the Ministry of Planning, Economic Development and International Cooperation and Albania’s Ministry of Economy and Innovation to exchange expertise on economic development policies, monitoring mechanisms, and the role of joint committees in advancing economic diplomacy.

 

Additional MoUs were signed between Egypt’s General Authority for Investment and Free Zones and the Albanian Investment Development Agency to support investors, facilitate business exchanges, and promote joint ventures. The session protocol covered cooperation in 25 strategic sectors, including trade, investment, industry, tourism, energy, water resources, agriculture, education, health, ICT, youth and sports, SMEs, and the Suez Canal Economic Zone.

 

11. Egyptian-Armenian Joint Committee

 

H.E. Dr. Rania Al-Mashat and Mr. Gevorg Papoyan, Minister of Economy of Armenia, co-chaired the sixth session of the Egyptian-Armenian Joint Committee in the New Administrative Capital. The session concluded with the signing of a protocol expanding cooperation in trade, investment, private-sector partnerships, exhibitions, SMEs, renewable energy, youth and sports, culture, higher education, and exploration of investment opportunities in the Suez Canal Economic Zone.

 

 

 

Continuous Follow-Up on the Implementation of Joint Committee Outcomes

 

In line with directives from H.E. Dr. Rania Al-Mashat, the Ministry held follow-up meetings to monitor the implementation of joint committee outcomes, including the tenth session of the Egyptian-Lebanese High-Level Joint Committee and the Egyptian-Iraqi Joint Committee. Discussions focused on activating signed agreements, forming sectoral technical committees, and facilitating land transport and trade exchange, thereby supporting national development priorities.
