Deputy Prime Minister & Minister of Health & Population, and Minister of Planning, Economic Development, & International Cooperation Witness the Launch of Egypt Government Excellence Award for Health Sector

H.E. Dr. Khaled Abdel Ghaffar, Deputy Prime Minister and
Minister of Health and Population, and H.E. Dr. Rania Al-Mashat, Minister of
Planning, Economic Development, and International Cooperation, witnessed today,
the launch of the Egypt Government Excellence Award for the health sector.
The award comes as part of the cooperation between the
Ministry of Health and Population and the Ministry of Planning, Economic Development,
and International Cooperation, in support of the development and administrative
reform efforts led by the Egyptian state under the patronage of H.E. President
Abdel Fattah El-Sisi. The event took place at the Princess Fatima Academy for
Professional Medical Education.
The event was attended by Ambassador Hisham Badr, the
General Supervisor of the Egypt Government Excellence Award, along with a
number of leaders from both ministries, directors of health directorates, and
representatives of government agencies.
Dr. Khaled Abdel Ghaffar emphasized that the launch of the
award represents an important step to consolidate the concepts of excellence
and quality in government work, in line with Egypt's Vision 2030, which places
citizens’ health at the core of its goals. He stressed that the health of the
Egyptian citizen is an investment in the future of the nation, not just a
service provided. He explained that dedicating a specific category to the
health sector within the awards framework reflects the importance of this vital
sector in improving citizens' quality of life. He also noted that excellence in
healthcare is not only measured by administrative indicators but by its direct
impact on people's lives.
Minister Abdel Ghaffar indicated that the Egyptian health
system has faced major challenges in recent years, with the COVID-19 pandemic
serving as a testament to its resilience and capacity for development, turning
crises into opportunities for reform and innovation. He added that cooperation
with the Ministry of Planning has led to successful joint projects, including
the Biosafety Laboratory for Early Detection of Epidemics, initiatives to
improve the work environment and support healthcare workers, the Green
Eco-Friendly Units Initiative, and the development of ambulance services to
speed up emergency response.
Dr. Abdel Ghaffar also referred to the establishment of a
Government Excellence Unit within the Central Administration for Healthcare
Quality to be the executive arm for applying quality standards within the
sector. He mentioned that work teams have been trained in cooperation with the
Ministry of Planning on the latest global practices.
The Minister announced the launch of the first specific
category for the government excellence awards in the health sector – the
Distinguished Health Affairs Directorates Award – stressing that it aims to
appreciate the efforts of workers in the health field, consolidate the culture
of excellence, and encourage positive competition among directorates and health
facilities in various governorates. He added that the award will contribute to
raising the quality of performance and improving patient satisfaction,
emphasizing that the citizen's voice is the main focus in evaluating health
services.
In conclusion of his speech, the Deputy Prime Minister and
Minister of Health and Population thanked Dr. Rania Al-Mashat for the fruitful
partnership and continuous support. He reaffirmed that the cooperation between
the two ministries reflects a successful model of institutional integration to
achieve sustainable development and improve the quality of services provided to
citizens across the Republic.
For her part, Dr. Rania Al-Mashat, Minister of Planning,
Economic Development, and International Cooperation, reiterated that the launch
of the Excellence Award in the health sector with the category of Health
Affairs Directorates, as part of the institutional excellence categories of the
Egypt Government Excellence Award, comes as an initiative from the Ministry of
Health and Population, which has been and continues to be an active partner in
the process of government excellence in the Arab Republic of Egypt and in all
initiatives and efforts to achieve comprehensive development in the state.
Dr. Al-Mashat noted that this fruitful partnership between
the two ministries is embodied by the continuous and ongoing meetings to
discuss all cooperation files, whether within the framework of the Ministerial
Committee for Human Development or through bilateral meetings.
Minister Al-Mashat explained that the Egyptian state
attaches great importance to developing the administrative apparatus and
enhancing its efficiency, through applying governance standards, raising the
efficiency of public institutions, and developing government services, which
contributes to building a modern administrative apparatus that meets the
aspirations of the citizen and keeps pace with the requirements of
comprehensive and sustainable development.
Dr. Al-Mashat added that the Ministry of Planning, Economic
Development, and International Cooperation launched “Egypt’s Narrative for
Economic Development: Reforms for Growth, Jobs & Resilience”, which aims to
strengthen the competitiveness of the Egyptian economy by increasing productivity
and exports. She clarified that competitiveness is also related to developing
the human element and increasing the efficiency of the administrative
apparatus, in order to increase citizen satisfaction and improve the services
provided.
Minister Al-Mashat mentioned that out of the belief that the
human element is the most important pillar in the advancement of various
sectors and the guarantor of the quality of institutional performance, the
importance of the Egypt Government Excellence Award emerges. The award reflects
the state's keenness to stimulate the spirit of positive competition among
institutions and individuals, encourage innovation and creativity, and embodies
the state's orientation towards transforming into a digital society that promotes
the principles of transparency and good governance. She indicated that the
award represents one of the most important national initiatives launched by the
Egyptian state, with the aim of supporting the path of administrative reform
and promoting the culture of excellence and quality in government performance,
which is reflected in improving and raising the efficiency of services provided
to citizens.
Ambassador Hisham Badr, the General Supervisor of the Egypt
Government Excellence Award, also thanked the Ministries of Health and Planning
for the continuous cooperation and their support for the government excellence
journey. He stressed that excellence is not a destination but a journey and a
process that creates generations of creative leaders, based on Egypt Vision
2030 to build an efficient and effective administrative apparatus.
He pointed out that the award, launched in 2018 under the
directives of the political leadership, is based on the foundations of
transparency, governance, and innovation, with the aim of improving the quality
of public services and enhancing the competitiveness of the Egyptian economy.
He explained that the award includes individual and institutional categories
that highlight inspiring models and distinguished female leaders within the
administrative apparatus, and seeks to localize knowledge and achieve
sustainability in government performance.
During the event, Dr. Rania Al-Mashat presented the Shield of Excellence to Dr. Khaled Abdel Ghaffar in appreciation of his efforts in supporting institutional excellence and promoting quality concepts in the health sector.
