Dr. Rania Al-Mashat: The Monitoring and Evaluation Manual enhances the formulation of evidence-based economic policies, provides a comprehensive reference to increase the efficiency of plans, and supports results-based management.

H.E. Dr. Rania A. Al-Mashat, Minister of Planning, Economic Development and International Cooperation, and H.E. Alessandro Fracassetti, UNDP Resident Representative in Egypt, launched the Monitoring and Evaluation Manual.

This comes within the framework of joint efforts between the two sides, providing a comprehensive and unified reference for those involved in the monitoring and evaluation process. It aims to enhance the concept of results-based management and its application in daily work, thereby improving the monitoring of the implementation of development plans and programs and strengthening the impact monitoring and evaluation process.

 

This took place during a high-level event with the participation ofH.E. Mohamed Gibran, Minister of Labor; H.E. Prof. Ashraf El-Araby, President of the Institute of National Planning; H.E. Ambassador Angelina Eichhorst, Head of the EU Delegation to Egypt; and representatives of numerous development partners.

 

H.E. Dr. Rania Al-Mashat affirmed that the Ministry launched the Framework for Sustainability and Financing for Economic Development, aiming to achieve qualitative, sustainable, and inclusive growth within the framework of the government's program for the period 2024-2027.

This is achieved through three main pillars: formulating economic development policies based on data and evidence to provide information that enhances discussions on funding needs and opportunities, while ensuring robust monitoring and evaluation mechanisms to track progress and improve outcomes.

 

H.E. Dr. Rania Al-Mashat pointed out that within this framework, the Monitoring and Evaluation Manual was prepared in cooperation with the UNDP. It aims to provide a comprehensive reference for staff in monitoring and evaluation units to unify the working methodology at the national level, enhance the concept of results-based management, and increase the efficiency of efforts to monitor projects and plans and evaluate their outcomes.

 

H.E. Minister Al-Mashat emphasized the importance of monitoring, evaluation, and impact measurement as key factors in ensuring the effective implementation of plans and interventions, increasing the efficiency of planning policies, managing public investments, and effectively monitoring the implementation of the Sustainable Development Goals.

 

H.E. Dr. Al-Mashat valued the partnership with the UNDP – one of the most important development partners for the Egyptian government – which is a pivotal partner in the implementation of numerous projects and programs in Egypt.

 

For his part, H.E. Alessandro Fracassetti, UNDP Resident Representative in Egypt, stated that the National Monitoring and Evaluation Manual in Egypt represents a milestone in the shared commitment to strengthening evidence-based decision-making and results-based governance.

 

He noted that this manual, developed in close partnership with the Ministry of Planning and Economic Development and International Cooperation, is a strategic tool to enhance transparency, improve public policies, and build trust. He added that the manual is based on international best practices, is consistent with the Egyptian context, and provides government institutions at both the central and local levels with the knowledge and tools necessary to measure real impact and achieve effective development outcomes.

 

The UNDP Resident Representative in Egypt reviewed the methodologies and mechanisms for preparing the Monitoring and Evaluation Manual and the various chapters of the report, which focus on planning, monitoring, and evaluation.

 

He pointed out that this manual does not target a specific category of government bodies but extends to all levels of government administration, from ministries and central bodies, through executive agencies, to local administrations. This contributes to establishing a unified national culture based on results and enshrines the principles of effectiveness, efficiency, and accountability within state institutions.

 

He stressed that innovation in monitoring and evaluation is no longer just a complementary technical or technological process but has become a fundamental strategic tool in good governance. It enables governments, as well as the institutions and bodies we cooperate with, to make informed decisions based on accurate data, allocate resources effectively, and achieve the highest levels of transparency and accountability to citizens, stakeholders, and all concerned parties.
