Dr. Hala El-Said , Minister of Planning and Economic Development, reviewed the features of the investment plan aimed at developing the Egyptian countryside within the framework of the "Decent Life" initiative, during her discussion of the draft statement of the sustainable development plan for the fiscal year 21/2022; The fourth year of the Sustainable Development Plan (18 / 2019-21 / 2022) before the Plan and Budget Committee in the House of Representatives.
 El-Said  referred to the strategic goals of the "Decent Life" initiative, which is to improve livelihood and invest in people through protection and social care, decent housing, and community awareness, in addition to improving the level of infrastructure, urbanization and education services.

Concerning the targeted population coverage of the initiative, El-Said  explained that the initiative targets 4,670 villages, and the percentage of the beneficiaries of the population represents 57% of the total population of Egypt, explaining that controls and determinants have been put in place to select the villages that will be covered by the initiative and the planning of the initiative, according to data available in the country through the central system for general mobilization and statistics.
During the meeting, El-Said  highlighted the integration of databases and their incorporation into a “base map” for all villages of the “Decent Life” initiative through the “Integration of the Information Infrastructure of the Egyptian Planning System” project, which aims to create a “unified base map for the Egyptian state, so that each ministry has its layer which prevents overlap and duplication between projects.
El-Said  pointed out that the allocations for "a decent life in the 2022/21 plan amount to EGP 200 billion, of which EGP 27.5 billion are for health, EGP 4.4 billion for education, EGP 20 billion for electricity, EGP 102 billion for sanitation, and drinking water, EGP 12.2 billion for road paving.
Concerning the most important developmental goals of the “Decent Life” initiative in the 2022/21 plan, El-Said  explained that it consists of establishing 10828 classrooms, establishing and developing 782 youth centers / five-year stadiums, constructing and developing 317 government service buildings, rehabilitating and lining canals of 2670 km long, constructing 100 One thousand decent housing units, developing 319 post offices, establishing and developing 1250 health care units, establishing and developing 389 ambulances, supplying 800 ambulances, providing 510 mobile clinics, establishing and developing 112 veterinary units and establishing 191 agricultural service centers.

El-Said  discussed the methodologies and tools for evaluating the initiative, explaining that it includes quantitative and qualitative evaluation tools, including assessing the impact of the initiative on reducing poverty and unemployment rates, evaluating the impact of the initiative on the quality of life indicator: access to basic services, developing base maps for each village, evaluating the impact of the initiative on improving citizens' satisfaction.


El-Said  pointed out the launch of the first integrated electronic system to prepare a plan for the "A Decent Life" initiative, follow up on the implementation of projects, and measure the development impact of the initiative.


El-Said  stressed that the success of a decent life initiative has been crowned with the inclusion of the United Nations initiative within the international best practices ", so specific and being a verification and have a time range, and measurable, and converge with all UN sustainable development goals.
