The "Manual for the Preparation of the Annual General Economic and Social Development Plan" comes within the framework of the Egyptian state's keenness to enhance the process of policy planning at the national, regional and local levels in accordance with the State General Planning Law No. (18) of 2022, as this manual represents a tool to achieve a gradual transformation from focusing on the quality of projects to focusing on the quality of policies, starting from the annual planning process, by providing a set of advanced planning tools that work to enhance the capabilities of planning officials in all government agencies in the process of preparing the annual plan, in a way that contributes to enhancing the coherence between development plans (short/medium/long-term), as well as ensuring coordination between sectoral and spatial development, within the framework of consolidating the principles of sustainability, resilience and balanced development, in line with the planning law.
